A generation locked out of local government
Most respondents cannot describe how ward governance works, yet a large minority still want to enter policy leadership.

57.4% of respondents do not know how local ward governance works at all, 55.4% are unaware that youth-specific development funds exist, and 44.6% would respond to a serious local infrastructure failure by telling a political club or doing nothing.
Kerala's celebrated decentralisation has not reached this cohort#
Only 15.8% have ever physically attended a Grama Sabha or open ward meeting. 26.8% know how and when they occur but have never gone. 57.4% have no idea how ward governance functions at all.
Awareness of youth-specific public budgeting is similarly thin: 55.4% are completely unaware, 36.6% have vague awareness, and 8.0% consider themselves thoroughly informed. Kerala's local-government model is internationally cited; in this sample, the generation it is meant to serve next cannot describe it.
The barrier reported is exclusion, not apathy#
Asked why Gen Z avoids ward sabhas, 47.1% say the meetings are monopolised by older generations who disregard youth input. 18.5% cite scheduling conflicts with study or work, 17.3% prefer faster digital alternatives, and 17.0% call them too politicised for independent voices.
Only one of those four answers is about convenience. The dominant explanation is that attendance is perceived as pointless, which is a design problem in the forum rather than a motivation problem in the attendee.
Formal channels are used, but informal ones dominate#
For a serious civic problem, 37.6% would file a written complaint with the ward member or panchayat office — a real and often-underestimated level of formal engagement. But 44.6% would route it through local political youth clubs or do nothing. Only 9.0% would use K-SMART or the Chief Minister's portal, and 8.8% would post publicly and tag officials.
Digital governance investment is not yet the default reflex. Where formal engagement happens, it is still overwhelmingly physical and paper-based.
Yet political ambition survives#
30.8% highly respect mainstream politics and want to enter policy leadership. 29.1% respect it conceptually but believe clean citizens cannot survive current conditions. 36.8% are neutral, and only 3.3% view it with total cynicism.
The classic narrative of a politically disgusted youth does not hold here. A third want in. What is missing is a functioning entry point between wanting to lead and knowing when the ward meets.
